Every three years, Rotary members from around the world gather for one of the most important governance events in Rotary: the Council on Legislation. Often described as Rotary’s parliament, the Council provides an opportunity for representatives from every Rotary district to review, debate, and vote on proposed changes to Rotary’s governing documents.
Serving as a Council on Legislation Representative is both an honor and a significant responsibility. Representatives are entrusted with giving voice to the perspectives of thousands of Rotarians within their district while also considering the broader needs of our global organization. The role requires months of preparation, careful study of proposed legislation, and meaningful conversations with club and district leaders.
At the Council, delegates engage in thoughtful discussions about membership, governance, club flexibility, dues, programs, and other topics that shape Rotary’s future. The experience offers a unique perspective on the diversity of Rotary, bringing together leaders from different cultures, languages, and communities who share a common commitment to Service Above Self.
Perhaps most importantly, serving on the Council reinforces a fundamental Rotary principle: our organization is member-driven. Every change considered by the Council begins with ideas submitted by Rotarians who seek to strengthen Rotary’s impact and effectiveness.
Those who serve often return with a deeper understanding of Rotary’s global reach, renewed appreciation for democratic decision-making, and valuable insights that can benefit their clubs and districts for years to come. It is a leadership opportunity that embodies both stewardship and service to Rotary’s worldwide membership.
CNY is proud to be represented in the coming legislation cycle by Past District Governor (PDG) and Onondaga Rotary Club member Phyllis Danks. All clubs in CNY were invited to cast a vote with the most votes determining our rep, and the second most votes determining our alternate. Phyllis will participate in a series of virtual sessions to prepare and then spend a week at our Rotary headquarters in Evanston, Illinois in 2028. Along with reps from all 525+ districts in the world, she will cast a vote on our behalf regarding many proposed changes to the rules of Rotary. Serving as the alternate this cycle will be PDG Evan Kurtz of Dryden Rotary. Evan will shadow the process with Phyllis in case he is needed to fill in at any point.
